CHILDREN FOUND OUTSIDE IN THE RAIN ALONE

The Bay County Sheriff’s Office responded on August 7, 2019, to a report of four small children outside in the rain by themselves on Terrell St. on Panama City Beach. 

A concerned neighbor had seen the children and spoke to them, asking if they were all right. The neighbor took the children back to their home and knocked on the door. A woman, later identified as Jasmin Kaylee O’Shea, age 27, answered the door, acting strangely. O’Shea appeared to be under the influence of some drug, and was holding an infant. All five children lived in the home.

When questioned about the children, O’Shea gave no explanation why the children were outside and shut the door in the neighbor’s face, locking the children outside with the neighbor.

BCSO deputies responded and contacted the mother of the children. Deputies located O’Shea inside the house with Renaldo Nashaun Williams, age 25. The inside of the home was filthy and unfit for children. During their interview with deputies, O’Shea and Williams admitted to using methamphetamine and to still being under the influence.

The Department of Children and Families (DCF) assisted and removed all five children from the residence. Jasmin O’Shea and Renaldo Williams were each charged with five counts of Child Neglect. Brittany Danielle Harkins, age 25, who also lives in the residence, was charged with five counts of Child Neglect.
