Bay County Sheriff’s Office Deputy Involved Shooting

This video is from the body cam worn by the BCSO deputy involved in the shooting incident at Webber Road and Hwy 231 on the morning of September 3, 2025.

This incident is still being actively investigated by the Florida Department of Law Enforcement. This is a standard procedure in any officer-involved shooting in the state of Florida, and we are appreciative of the thorough job we are confident they will do. However, this fact keeps us from responding to additional questions on this incident. Questions we know the people of Bay County have.

In addition, Bay County Sheriff Tommy Ford has always had a commitment to transparency. Because of this commitment, he has decided to release the body cam footage to the community.

This is for the people of Bay County to learn what happened, and to allow them a glimpse into the challenges and split-second decisions law enforcement personnel face every day as they live out their dedication to keeping people—often complete strangers—safe.

We have spoken to the family of Mr. Justin Smith and they are aware this video will be released today. It is not our desire to be insensitive to their grief. Please pray for this family and for the young deputy in the video.
