
Chief Deputy Baldwin brings 38 years of dedicated law enforcement service to his role as the Chief Deputy of Law Enforcement Operations for the Bay County Sheriff’s Office. He also is assigned as the Florida Sheriffs Task Force Forward Operating Base Coordinator, supporting mutual aid operations throughout the state, and is a Task Force Officer with the United States Marshals Service.
Throughout his career, Chief Deputy Baldwin has served in several key leadership and operational roles, including Training Director, Criminal Investigator, Field Services Supervisor, Captain of the West District, and Major before being promoted to Chief Deputy.
A graduate of the FBI National Academy (Session 274), Chief Deputy Baldwin has an extensive background in tactical operations. He currently commands the Bay County Sheriff’s Office SWAT Team and has served as a SWAT operator for 30 years. He is a high-liability instructor with numerous tactical certifications and extensive advanced training hours.
Chief Deputy Baldwin’s career reflects a strong commitment to public safety, interagency cooperation, and the professional development of law enforcement personnel.
Chief Deputy Anglin is responsible for the day-to-day operations of the Bay County Jail, the Warrants Division, and the Court Security Unit. He is a graduate of Florida State University and has an extensive career in Florida corrections, with more than 30 years of professional experience.
Major Daffin serves as Major responsible for overseeing the daily operations of the Field Services Division, Criminal Investigation Division, Special Investigation Division, and the Civil Division at the Bay County Sheriff’s Office. He has proudly dedicated 24 years to the agency, with 22 of those years assigned to investigative roles. Over the course of his career, Major Daffin has held a variety of positions within Criminal Investigations, gaining extensive experience in complex case management, supervision, and operational leadership.
He is a graduate of the Florida Leadership Academy (Class 36) and the FBI National Academy (Session 282), two of the most respected professional development programs in law enforcement. His leadership approach is grounded in collaboration, accountability, and a commitment to community-focused policing.
Major Daffin is currently pursuing a bachelor’s degree in law enforcement operations, furthering his knowledge and continuing his dedication to professional growth and public service.
Captain Branning is a 30 year plus Law Enforcement veteran and commands the East District Patrol which includes law enforcement services for the East side of Bay County to include the cities of Callaway and Mexico Beach who contract with the Sheriff's Office. Captain Branning also commands the Traffic Homicide Unit, Marine Unit and Honor Guard. Captain Branning has served as a Patrol Deputy, Investigator in the Special Investigations Division, Patrol Sergeant, and Patrol Lieutenant before being promoted to Captain in 2016.
Captain Smiley is a 35 plus year Law Enforcement veteran and commands the Warrants and Court Protective Services Division. Captain Smiley has served as a Patrol Deputy, School Resource Deputy, Warrants Investigator, Warrants Sergeant and Warrants Lieutenant.
Captain Myron Guilford is a 30 -plus-year Law enforcement Veteran and commands the Community Services Division, which includes the School Resource Deputies, Jr. Deputy and Explorer Program, and our Chaplain and Volunteer programs. Captain Guilford has served as a Patrol Deputy, a Narcotics Officer, a CPO Officer, a Sergeant and Lieutenant on patrol, and a Lieutenant in the Community Services Division.
Captain Jencks is a 23 plus year Law Enforcement veteran and is in command of West District Patrol Operations. Captain Jencks has served as a Patrol Deputy, Criminal Investigator, Patrol Sergeant, Investigative Sergeant, Patrol Lieutenant, Lieutenant in the Professional Standards, and Crisis Negotiations Team. He is a graduate of Florida State University as well as the FBI National Academy.
Lieutenant Williams is a dedicated law enforcement professional with more than 25 years of law enforcement experience. He serves as the Commander of the Support Services Division, where he oversees the Sheriff’s Office Homeland Security, Information Systems, Facilities, Fleet Maintenance, and Records Departments.
Lieutenant Williams also serves as the agency’s Bomb Squad Commander and is an FBI-certified Bomb Technician. Throughout his career, he has held a wide range of operational assignments, including Patrol, Community Policing, and Gang Unit Enforcement. Most of Lieutenant Williams' career has been focused on government technologies, bringing extensive experience to his leadership role.
Lieutenant Williams is assigned to the Florida Sheriffs Task Force Forward Operating Team, supporting mutual aid operations throughout the state during natural disasters or catastrophic emergencies.
Lieutenant Williams is a graduate of the Florida Sheriffs Association Commanders Academy, Class #13, a prestigious program focused on developing future leaders in law enforcement operations. Lieutenant Williams is also a Graduate of the FBI Hazardous Device School, Class # B7-16 located in Huntsville Alabama on Redstone Arsenal.
Lieutenant Higgins is a 23 plus year Law Enforcement veteran and commands the Special Investigations Division. Lieutenant Higgins has served as a Patrol Deputy, Criminal Investigator, Patrol Sergeant, Criminal Investigations Sergeant and Patrol Lieutenant. Lieutenant Higgins is currently the Team Leader for the agency SWAT Team.
Lieutenant Heath is a 25 plus year Law Enforcement veteran and Commands the Civil Division. Lieutenant Heath has served as a Communications Officer, Patrol Deputy, Civil Deputy and Civil Sergeant.
With over 25 years of accounting and financial management experience as well as a Master’s degree in accounting, Ms. Cummings has been the agency’s Comptroller since 2017. Ms. Cummings is responsible for the agency’s Financial Operations, Personnel, Purchasing and Grants. She also serves with Sheriff Ford on the Florida Sheriff’s Association Hurricane Task Force, assisting other agencies in the FDEM/FEMA reimbursement process.
Jake Navarro is a seasoned communications professional with more than 20 years of experience in radio broadcasting. Originally from Orange County, California, Jake built a career rooted in storytelling, audience engagement, and clear, credible communication and a commitment to serving the public.
During Hurricane Michael, Jake became a vital voice for the community, delivering crucial information on the air for long, continuous hours as the region faced unprecedented devastation. His calm, reliable presence helped keep residents informed when communication was most critical.
In 2021, he brought that expertise to the Bay County Sheriff’s Office as a deputy, where he now serves as the Public Affairs Specialist. In this role, Jake manages media relations, crafts strategic messaging, and supports the agency’s mission through timely and accurate public communication. His passion for law enforcement and commitment to transparent outreach guide his work every day.
Jake’s blend of broadcast experience and public safety dedication makes him a trusted voice for the Sheriff’s Office and the community it serves.
